Helped to live at home
Supporting people in their own homes is a key part of the Government's aim to promote the independence and social participation of older people and vulnerable adults. Helped to live at home include those who are receiving a package of care following an assessment by the local authority or a health colleague, excluding those receiving services from a grant funded organisation. By presenting figures per thousand population allows comparisons across different areas and over time.
Helped to live at home figures are monitored for:
- People age 65 years and over
- Adults with physical difficulties
- Adults with learning difficulties
- Adults with mental health
difficulties
People age 65 years and over helped to live at home per 1,000 population
In 2006-07, Herefordshire helped 81 people aged 65 years and over to live at home per 1,000 population. This was just below the median of all other English authorities1. Over the monitoring period, Herefordshire has nearly always been just below the median, with the exception of 2000-01, when it was above the median and 2004-05, when this figure decreased to 64 people aged 65 and over (per 1,000 population) helped to live at home, placing Herefordshire within the bottom quartile of all English authorities .
For 2005-06 and 2006-07, Herefordshire was performing above target.

Adults with physical difficulties helped to live at home per 1,000
population
Herefordshire Council had a target for 2008-09 to have 4.2 adults with physical difficulties (per 1,000 population) helped to live at home.
The numbers of people with physical difficulties helped to live at home has steadily been increasing since 2001-02, with numbers in 2006-07, 6.0 people per 1,000 population, exceeding the top quartile1 of all English authorities (5.2) and Herefordshire Council's own target (4.2).

Adults with learning difficulties helped to live at home per 1,000
population
Herefordshire Council had a target for 2008-09 to have 2.8 adults with learning difficulties (per 1,000 population) helped to live at home.
In 2002-03, there was quite a large decline the numbers of people with learning difficulties that were helped to live at home in Herefordshire, decreasing from 4.0 adults with learning difficulties per 1,000 population to 2.5 in 2002-03 and a further decrease to 2.2 in 2003-04 and 2004-05. During 2003-04 and 2004-05, Herefordshire was in line with the bottom quartile of all English authorities (i.e. the bottom 25% of Authorities). Since then Herefordshire's position has improved and has increased to 2.8 adults with learning difficulties helped to live at home, placing Herefordshire in line with the median1 of all English authorities and achieving Herefordshire Council's target of 2.8.

Adults with mental health difficulties helped to live at home per
1,000 population
Herefordshire Council had a target for 2008-09 to have 3.0 adults with mental health difficulties (per 1,000 population) helped to live at home.
Since 2002-03, the numbers of adults with mental health difficulties helped to live at home has increased, so that in 2006-07 there were 4.1 adults with mental health difficulties that are helped to live at home per 1,000 population. This figure places Herefordshire above the median1 of all English authorities and well above the target set for 2006-07.
