State of Herefordshire Report 2009

The 7th annual State of Herefordshire Report (produced by Herefordshire Partnership Research Officers) is now available to view or download from this page.

The report is linked to the Community Strategy for Herefordshire, which sets out aspirations for the county by 2020 and how they might be achieved. The Strategy is the culmination of a significant review carried out during 2005, replacing the Herefordshire Plan which was first produced in 1999.  The current Community Strategy is in the process of being refreshed which should be complete by Autumn 2009.

A number of key performance indicators (KPI) have been chosen to monitor progress towards the aspirations in the Community Strategy. The State of Herefordshire Report provides trend data for these KPIs and other supplementary indicators (PI), together with relevant contextual facts and figures. Wherever possible, comparative data is presented to allow benchmarking.

The format of the State of Herefordshire report has changed slightly this year making each of the thematic chapters much more of an individual report rather than a chapter within one larger report.  Each chapter has an introduction and the relevant reference sections needed for that chapter.  Additionally this year is the first time a Key findings chapter has been produced with the aim of summarising the key messages coming out of the thematic chapters.  These key findings have been identified as strengths, weaknesses, opportunities or threat/challenges (SWOT) for the county.


The report is divided into the following sections:

  • Errata slip - details amendments to hard copies of the 2009 report
  • Key Findings headlines - summary table of the key findings along with their SWOT analysis
  • 1.  Key Findings - headlines and evidence as to why these key findings have been highlighted and the relevant SWOT analysis
  • 2.  The Population of Herefordshire (Note: this link takes you to the Herefordshire Council Research Team webpages) - a digest of key facts and figures about Herefordshire's population including the current and forecast population, the age structure, what has influenced the population changes and ethnicity.
  • 3.  Economic Development and Enterprise - this chapter looks at Herefordshire's economy, within the county but also in the wider context of Herefordshire's contribution to the regional and national economies.  This chapter also acts as a 'dry run' of Herefordshire's Local Authority Economic Assessment, a statutory requirement from 2010.
  • 4.  Healthier Communities and Older People - Including vulnerable adults.  This chapter looks at the quality of life and life expectancy, improvements to the chances people have to engage in healthy choices and lifestyles, inequalities in health that exist in specific localities and groups that have poor health status.
  • 5.  Children and Young People - includes relevant information structured around the 5 themes of the Every Child Matters Framework; health, safety, educational and personal standards, positive behaviour and further education, training and employment
  • 6.  Safer and Stronger Communities - this chapter looks at the quality of Herefordshire's communities and the environment in which they live, including safer communities in terms of levels of crime and fewer accidents, empowering communities, the built and natural environment and housing.
