Road casualties: People killed or seriously injured (KSI) on Herefordshire roads

Road casualty data is collected at a local level by Herefordshire Council Transportation Team. The Department for Transport (DfT) collect this data centrally and publish it for all English authorities. Road casualties are broken down into three categories, killed, seriously injured and slightly injured. The number of people killed or seriously injured on roads (KSI) is a national indicator and will be monitored as part of Herefordshire's Local Area Agreement (LAA).
KSI
Chart 1 shows KSI figures for Herefordshire for the period 1999 to 2007. Up until 2006 KSI numbers saw a steady reduction from 179 in 1999 to 119 in 2006. In 2007 there was a slight relapse with numbers increasing to 133.

KSI (under 16's)
KSI numbers are also
monitored for the under 16's and are presented in chart 2 below.
The numbers for Herefordshire are low (below 20) so results are
easily skewed. In 2007, there were 11 under 16 KSI casualties on
Herefordshire's roads.

The data set provided by the DfT also includes a breakdown of road casualties by road user type and a rate per 100,000 head of population. This allows comparison between areas and the different proportions of casualties by road user type.
Road User Type
In Herefordshire, in 2006, car users accounted for 63% of all KSI casualties. Motorbike users accounted for the second largest proportion (19%) followed by pedestrians (7%). When looking at the proportion amongst all casualties, car users accounted for a greater proportion still (71%).
Regional and National comparisons
When looking at the rate of road casualties per 100,000 population, Herefordshire has the highest rate out of all neighbouring English authorities, 440 compared to 347, 369 and 401 for Worcestershire, Shropshire and Gloucestershire respectively. In 2006 however, this was lower than for England as a whole (450) and the West Midlands Region (454).
When comparing the rates for different road user types Herefordshire has a lower rate of pedestrian casualties per 100,000 population (28) compared to all comparator areas. Car user casualties show a similar rate in Herefordshire (314) when compared to the West Midlands Region (315) but are higher than that seen for neighbouring authorities and nationally (297). The rate for motorbike casualties is similar in Herefordshire (23) to neighbouring authorities and to the West Midlands region but slightly lower than the national rate (29).
Slight Injuries
The number of slight casualties on Herefordshire's roads (chart 3) saw a decrease from 783 in 2004-05 to 703 in 2007-08. This means that this is on target for its Local Transport Plan 2 (LPT2) target.
